Jhoana Pen-Palad

Jhoana is an immigration attorney dedicated to helping individuals and families navigate the U.S. immigration system with clarity, care, and dignity. She serves as a Pro Bono Attorney with the Erie County Bar Association’s Volunteer Lawyers Project, supporting New Americans as they seek lawful status, stability, and a sense of belonging.


She earned her LL.M. in Cybersecurity Law from the University of Maryland Francis King Carey School of Law (2021–2023) and holds a Bachelor of Laws (LL.B.) and Bachelor of Science in Foreign Service (BSFS) from Lyceum of the Philippines University. Certified by the National Committee of the Federation of Law Societies of Canada and a Licensing Candidate for Barrister & Solicitor in Ontario, she brings a strong analytical and detail-oriented approach to her practice.


Shaped by her multicultural and international background, Jhoana understands the emotional and mental weight immigration decisions carry and approaches each case with empathy, respect, and a deep commitment to client wellness and resilience. Fluent in English and Tagalog, she is motivated to help newcomers navigate the immigration process with ease and confidence. Guided by values of diversity, equity, and inclusion, she believes culturally responsive legal support helps individuals and families settle, grow, and thrive while strengthening the communities they call home. She is committed to walking alongside individuals and families with empathy and respect as they build stable, meaningful lives in the United States.
